following a developing story out of san francisco. an officer involved shooting in the bayview neighborhood happened just before three this afternoon near jennings street and carroll avenue. now, within the last half hour, sfpd held a news conference with details. police say no one was hit by gunfire during the shooting, but they do tell us that the suspect, an adult male, was taken to the hospital with injuries from non-lethal use of force. they aren't giving us specifics about what that kind of force was. they did say a weapon was recovered on scene. now this is still an active investigation, all as sfpd officers involved shootings, a town hall meeting will be held in ten days with more information about this. the person responsible for destroying freshly planted trees in san jose has been arrested. 26 trees were planted earlier this month and the willow neighborhood on friday, sapd received a report of vandalism and when the officers arrived, they discovered that the trees

had been damaged. surveillance footage showed a man damaging the trees. later that evening, an officer on patrol spotted him and the man was arrested. well, causing more problems than it's solving. that's what some san bruno businesses and drivers say about a new downtown paid parking system. the goal of the new paid parking system was to improve parking turnover on downtown streets and drive long term parking into lots. now to do this, the city installed pay by plate parking kiosks, but some businesses say the system has seen too many technical issues. customers are frustrated that they have to pay for at least an hour, even if they're only running into a store for a few minutes. shop owners say the result is fewer customers. i don't believe it's a fair system , there is a minimum one hour you have to park for me and my customers. i have most of them. they come here to drop off their documents or pick up their documents. all it takes them is a maximum 2 to 3 minutes. five

minutes. police say this is still in the early stages and technical issues are being resolved and monitored. and they add the system. it appears to be doing exactly what it was supposed to do, which is free up more parking spots, more often. the department also says the city is working on better signage and parking permit options for residents to catch a thief, the affluent peninsula town of atherton, using a unique method to try to snag some burglars in the act, police say neighbors are volunteering to use their homes as bait houses. nbc bay area's robert handa joins us from atherton with the details on how it works. atherton is a very small but upscale community, one of the most prosperous in the country. that makes the town a target for burglaries and requires the police to be responsive and innovative. this drone is the type used by atherton police for all types of emergency situations, and now it's part of a system designed to catch burglars. the town has had a dramatic rise in home burglaries

this year, double the rate of last year, so police came up with the idea of turning about 50 homes into so-called bait houses. we are not showing any of those homes in this story, but the bait is out there and waiting. what we're doing is we're embedding tracking devices into items of property that we believe subjects want to target when they're committing burglaries. and so the idea behind it is, once one of these items starts being moved, we will get a notification at the police department, which is going to start our response. the police response is to launch a drone to follow the tracking device. then there are about 50 mounted license plate readers throughout the town that can detect the getaway vehicle and provide a description, all in hopes of apprehending the burglars. in this town of only five square miles. residents we talked to were impressed. we have three of the license plate cameras surrounding the loudon park neighborhood of. i mean, i don't know, basically, i don't like surveillance much, but i think this is an effective

scheme. police acknowledge the bait houses are similar to bait cars designed to tempt thieves, but emphasize with bait houses. there is no trying to entice burglars. we are not setting homes up to where? hey! come here. this is the house that we want you to burglarize. it is a home where we're working with the community and they're saying, hey, we're interested in this program. we're going into their homes embedding those tracking devices on stuff that is already existing inside of the property. and then once it gets taken, then we start our investigation. technology should be used for good purposes. and this sounds like a good purpose. much of the community seems to agree. the police department says more and more homeowners have said they're willing to participate enough so that the police say they plan to rotate in different houses to place the bait in atherton, robert honda, nbc, bay area news a brentwood man is being called a hero tonight. this after saving a three year old little girl from this burning car moments before

it exploded and it was all caught on camera. nbc bay area's jodi hernandez talked to the man who risked his life to save that child. instincts? absolutely. adrenaline kicked in. i was i was all go, you know, it was go mode. and like i said, i'm a marine and we're trained to just, you know, react without thought. and 40 year-old troy white describes the rescue mode that kicked in when he realized a little girl was trapped inside a burning car that had just crashed on highway four tuesday evening. white was driving his own young daughter home from soccer practice when they saw the crash scene and pulled over, ran over there as fast as i could. when i got there, the mother was climbing out of the vehicle through the top that troy looked inside the car and saw a three-year-old stuck in her car seat. she was just dangling and her foot was touching the ground through the broken window hole. she was saying, help me, help me, help me three times. and then she said, i don't like this. as the panicked mom screamed for him to get her out, troy struggled with the car seat straps, knowing the

car could explode at any time. a third of the undercarriage of the vehicle was in flames and, you know, it crossed my mind that it was dangerous, but, you know, it has to be done. thankfully, he was able to release the girl and lift her out to safety. just a few minutes later, the car exploded and the girl's mom texted us from the hospital today where they're still undergoing tests. paisley's father and i owe everything to troy as he saved the most important thing to us because of him. my daughter gets to celebrate her fourth birthday, she said. just honored to be able to do it and thankful that i was there. troy says he's grateful he was there to help. the former marine is also a recovering addict who has been working and praying hard to lead a better life. i'm six months clean and sober today and, life is, life is so good today, and i'm so blessed. paisley's mother

says troy is now a part of their family, calling him a true super hero in contra costa county. jodi hernandez nbc, bay area news the former crypto king is reportedly not in new york anymore. tonight. sam bankman-fried is in california in march, a judge sentenced ftx founder bankman-fried to 25 years for his role in defrauding customers and investors. the wall street journal is reporting that yesterday, law enforcement moved him from a new york jail to a facility in fresno county, 2.5 hours from his parents home near stanford, the journal reports. the move is against bankman-frieds wishes. he requested to stay in new york while he files his appeal. well, it is no secret california is facing a massive budget deficit and the governor has warned that filling that gap will mean some painful funding cuts. but a local county is warning one of those proposed cuts runs too deep. nbc bay area's damian trujillo tells us several bay area counties are now warning critical services are in

jeopardy. there are five bay area counties that could be impacted by this state. move including marin and san francisco. santa clara county says the consequences could be devastating. the trend is troubling. every year, the santa clara county da handles more than 500 felony sex assault cases. many of the victims seek refuge at community solutions along with the hundreds of human trafficking victims. these services include emergency shelter, 24 hour crisis lines, legal advocacy, comprehensive support, therapy services for survivors, and the most vulnerable. moments the agency is now losing millions in federal funds that help it operate. and now santa clara county says it could be forced to pull some of its funds as well. virtually crippling the program and others that provide similar services. we're going to go back to the days that we put a band-aid on this issue, where we provided emergency shelter for a few days and then went on

to the next survivor. the governor's proposed budget includes cuts to what are called excess eraf funds and property tax money that's left over after funding schools for the year. for santa clara county, it's a $36 million annual hit, and that's a hit to a county that's already facing a $251 million deficit this year. what do counties do? safety net services for the most vulnerable in our community. and so this is a grab of money away from critical safety net services. services like senior nutrition programs and health care for children. we should be very concerned. this is ongoing revenue. it funds critical services. in a statement, the state finance department said for 30 years, these revenues have been directed to fund k through 12 schools, but charter schools have been recently left out of the equation. this proposal would ensure that all local agencies receive these funds. the state legislature would have to approve the budget trailer

bills to move forward with the plan, a plan that could leave some of the area's most vulnerable residents out in the cold. damian trujillo, nbc, bay area news well, a bill that would make it easier for pet parents to find housing in california is one step closer to becoming law. the proposed legislation would ban no pet policies and prohibit landlords from charging additional fees for dogs or cats. supporters of the bill say the lack of pet friendly housing pushes renters to surrender their pets to crowded animal shelters, but some landlords are opposing the law, saying they're worried about costly repairs and nuisance issues. the state assembly has approved the law and now goes to the senate, and if it passes, it will be handed over to governor newsom to sign into law. up next, a splash of color coming to downtown san jose. we'll show you how an army of artists are going to transform san pedro square. plus oakland is coming up short on revenue. the mayor's plan to deal with looming budget

$300 million shortfall in the next two years. today, mayor shengtao outlined what she calls her five priorities creating a safe city, economic development and addressing the structural budget deficit. the city is facing a $117 million deficit

this year, and $175 million shortfall next year. the mayor says cuts will include freezing around 100 city positions, reducing non-critical contracts and streamlining some services. she claims the city will be able to make cuts without targeting core services like public safety . my mid-cycle budget adjustment is fiscally responsible. it's disciplined and maintains our focus on the issues that matter most to oaklanders safety, cleaning up our streets, homelessness and economic growth . oakland is turning the corner. the mayor says additional revenue will come from the sale of the city's portion of the coliseum complex. the budget details will be released tomorrow. the city council will then weigh in and must approve a final budget by the end of june. all right. just in time for the very busy start to the summer travel season. prices at t pump are finally dropping. average gas price at california has dropped $0.27 from a month ago. however prices are still $0.35 higher than this time last

what i wanted to do was kind of deconstruct it and reconstruct it into something new. jimmy, a san jose native who grew up on the east side, says art helped him paint a new path, and now he wants to give back to his community. as a young kid, you know, i got involved with a little bit of graffiti and but that was like a gateway for me into the fine art world. i learned about painting in fine art, and, when i was in high school, i started taking art classes at evergreen community college, and that just blew my mind. this mural will span across this section of san pedro street downtown, which is now open only to pedestrians. what's unique about this street mural is that more than 1200 volunteers from the community will paint it local color and artist nonprofit is coordinating the massive undertaking. the coloring begins monday and will take a week, so we're creating a sort of paint by number, making it as easy as possible for people to follow along with the

forecast through about 7:00 in the morning. and then we'll be on a path here to a lot of sunshine. saturday afternoon, sunday and monday. that's looking even better for us. so just a little speed bump here in the road ahead, so to speak. and then we're into some really great weather. other thing we got to contend with is the wind. i see it tomorrow morning picking up the most at the coastline, 20 to about 40mph. anywhere from 15 to about 25. for a lot of our lower elevations. we'd hang on to that wind through the afternoon tomorrow, also into saturday morning, a little bit gusty. and then as we head into sunday, any kind of wind should be getting on out of here. now, the other thing of course, we've been telling you about is the temperatures in this changing weather from this cold front tomorrow morning, it's going to start off in the low 50s with some of the fog and low clouds. we've been used to those kind of numbers lately, with 54 in san francisco, 53 in the east bay. but it's the daytime highs. look at these numbers. we had upper 80s this week. tomorrow we're going down to 67 in martinez, 68

in livermore, upper 60s san jose and morgan hill. so for some areas you might even need a jacket all day long. half moon bay right here at 56. so we got the chill for us. but if you're headed out to bottle rock and napa, while it does drop down to 68 here on saturday, we're going to come in with some good weather on sunday. 75 all in all, good to listen to some music out there in napa. okay. i do want to bring it nationally. we have been tracking quite a bit of severe weather the past several weeks, and tornado outbreaks tomorrow. severe weather from chicago down to dallas with thunderstorms, maybe some isolated tornadoes, and some of that stretches even back here towards the southeast. and the mid-atlantic. on the 7-day forecast sunday and monday. best days in my 7-day forecast on that weekend. we'll have upper 50s and low 60s in san francisco and for the inland valleys, we rebound from those 60s on saturday up to 77 on sunday. so i think that's, you know, going to come through for us here in the back half of that holiday

graduation season unfolds, more americans are questioning whether a fourear degree is actually wth the cost and the investment, according to the pew research center. a lot of adults are saying it's not 29, 47% say it's still worth it as long as you don't have to take out loans, 22% say the degree is worth it, no matter what. now, since the pandemic, a growing number of students are choosing to opt out of the four year college plan. enrollment declines in colleges leveled off in the fall of 2023, but they were still 900,000 fewer undergrads enrolled in college this spring compared to 2020. that's not hurting their pockets . research shows. workers without a degree are doing better financially than they have in years, and earning though a four year degree is almost always worthwhile, though, according to pew research, earnings for young adults with a bachelor's degree continue to trend up, leaving the college wage premium intact. okay, from the classroom to cowabunga, that is the name of the bay area's largest water park, which is only a few weeks

mammoth bones in his wine cellar. the man made the discovery back in march as he was renovating his cellar. he reported the bones. you see them right here to the austrian academy of sciences. researchers say the bones are nearly 40,000 years old. they say similar bones have been found in austria
