The Cherokees were granted 7 million acres in the forested northeastern corner of the new Indian Territory. Called the Cherokee Strip or Cherokee Outlet, it afforded the Cherokee access to more westerly hunting grounds. But as landless settlers pressed west, pressure grew to declare thinly 7. populated areas of Indian Territory surplus.

Surplus lands, purchased by the government from tribal owners, would be thrown open to settlement. Oklahoma's first land rush of 1889 was on unassigned land a buge block just below the Cherokee Strip not previously assigned to any tribe.
